CGL was hired by Lancaster County in mid-2023 to provide services to kick off a new phase of development for their jail infrastructure project. CGL serves as the County’s owner’s representative and will be an advocate and project manager for Lancaster County’s design and construction project.

In the initial phases of the project, CGL will play a critical role in shepherding the County’s public communications on the jail, advising on operational considerations, forecasting future inmate populations, providing spaces for all functions and programs, and detailing how the facility’s designs could help with long-term maintenance.

The needs assessment developed by CGL aids in decision making for long-term capacity requirements by taking into account industry norms and county-specific information. Data assessed includes average daily projections, peaks in population and bed requirements for fluctuating inmate classification.

Programming for the Lancaster County Correctional Facility will provide further information to accurately meet the goals and objectives by providing more detailed data around what the building should include. Elements of programming include review of the main center components of a new correctional center; the current facility and its operational state; trends, benchmarks and best practices of comparable facilities including facility tours; and desired future operational state and associated space needs.

CGL is currently assisting Lancaster County in developing all documentation to issue a request for proposal to select qualified design teams and help them through the multi-step evaluation process.
