In Alabama, the CGL team assessed, evaluated, programmed, articulated and delivered an infrastructure master plan, resulting in a three-phase $1.3 billion dollar investment by the Alabama Legislature with the full support of the Governor. In addition to the strategic planning work, CGL provided operational expertise in design and construction planning and is currently overseeing phase one of the project as the Owner’s Representative for a 4,000-bed, state of the art facility focused on providing enhanced medical, mental health, and geriatric services.

The CGL team performed an extensive assessment of Alabama’s 15 existing correctional facilities. The findings identified that the combination of inadequate staffing levels and poor conditions of confinement contribute to an almost insurmountable task of improving operational conditions, providing necessary services, and preparing inmates for more law-abiding and productive lives upon release.

Comprehensive analyses to achieve changes in the methods and means of providing correctional services to medium and close-custody inmates resulted is a well-conceived roadmap for replacing facilities that are more efficient, safer, and offer inmates better opportunities to prepare for release.

CGL led planning assessment that included complete space programs and project narratives, detailed specifications, room data sheets, and conceptual site plans for three replacement facilities. To address the healthcare services concerns, one of the replacement facilities is a centralized, new medical facility with 1,522 medical and mental health beds.
