Montgomery County Confinement Study

CGL conducted an operations study of the Montgomery County Jail for the Justice Committee for the Montgomery County Jail. The study included the following components:

• Review of facility staffing requirements, command structure and recruitment, selection, and retention issues.
• Evaluate jail policies, compliance systems, and actual operational practices for consistency with accepted standards of professional correctional operations.
• Assess current jail programs and the use of evidence-based needs assessment tools to match offenders with programs that specifically address those behaviors that elevate the risk of re-offending.
• Evaluate the effectiveness of the grievance system in addressing inmate issues.
• Assess medical and mental health program service delivery in the jail.
