The Cockrill Bend Development made use of approximately 810 acres of a 1,300 acre site, 5.5 miles west of the State Capitol. The property currently houses two Tennessee Department of Correction (TDOC) prisons and is bordered on the east by John C. Tune Airport, on the south by private industrial property, on the west by Cockrill Bend Boulevard and TDOC Farm Road, and on the north by a bluff, food plain and the Cumberland River.

The State’s intent is to develop this under-used property to house a new criminal justice training academy along with a new headquarters complex for the Tennessee Department of Correction (TDOC) and the Tennessee Department of Safety & Homeland Security (TDOS). The training academy will replace three existing training academy facilities which are currently located in Middle Tennessee. They include the Tennessee Highway Patrol (THP) training facility on Stewart’s Ferry Pike in Nashville, the Tennessee Correction Academy (TCA) campus in Tullahoma and the Tennessee Law Enforcement Training Academy (TLETA) on Lebanon Road in Nashville. These three groups will be located together in a single cohesive facility which will also contain training space for the Tennessee Correction Institute (TCI) and Tennessee Bureau of Investigation (TBI).
