Our Expertise

In 2011/2012, CGL assisted in master planning the Selarang Correctional Complex in Singapore. The complex was planned to contain a multi-custody mix, including:

  • 1,480-bed foreign inmate detention center
  • 1,440-bed minimum security pre-release center
  • Four 250-bed reentry half-way houses
  • 120-bed special management and emergency quarantine center
  • Community corrections and supervision center for a daily caseload of 350 people
  • K9 sub-base serving all SPS facilities

CGL assisted the Singapore Prison Service planning team in developing the operational security requirements and guidelines; and the security concept plan for the complex. These components were required for use by the project architect and constructor of the new complex to include:

  • Architectural space program
  • Site concept, facilities access, and security needs
  • Security levels, design, and construction guidelines
  • Access, movement control, and control points
  • Security systems descriptions and applications
  • Blast effects analysis
  • Escape path vulnerability assessment guidelines
