Particular areas of expertise include program and operational performance assessment, cost-benefit analysis, and system master planning. Karl’s analyses have helped to frame key policy choices for decision-makers faced with growing detention populations and limited resources.

Bill brings more than 30 years of experience working in county jails and state correctional systems, specializing in system studies, facility administration, and operational planning and implementation. He began his career with the Broward County Sheriff’s Office in South Florida, where he would later serve as the Assistant Director. Bill also served as the Director of Facility Operations managing the Vermont Department of Corrections and Acting Director of the St. Lucie County Jail in South Florida. He served as a Commissioner for the Florida Corrections Accreditation Commission, is a graduate of the FBI National Academy (Session 262), the Southern Police Institute (SPI), and the Senior Management Institute for Police (SMIP) and a technical assistance provider for the National Sheriffs’ Association. Bill has strong technical and operational knowledge of detention system standards, the inner workings of criminal justice systems, and industry best practices.
