CGL served as program manager for the County of Merrimack Board of Commissioners throughout the planning, design, construction and commissioning of the new Merrimack County Jail. Prior to the design phase, our firm developed the program, operational narrative, quality assurance and design criteria, and room data sheets for the County. We helped manage the design/build RFP and selection process as well as County contracts for geotechnical and professional land surveying services. Additionally, our firm wrote and issued the RFQ and evaluated RFQ responses for the design/build team selection process.

Design documents were reviewed throughout the design process to ensure the design-build team was meeting with the intent of the established design criteria and GMP. Our firm assisted in value engineering evaluation and in the management of the Owner’s schedule and funds for Owner procured packages.

Throughout construction, we coordinated Owner-procured packages with design/build construction drawings; reviewed for compliance with the design criteria; reviewed proposals for substitution of materials; and attended punch-list final construction review in representation of the Owner.

Finally, our firm specified, procured, and coordinated the on-site delivery and installation of the new furniture for the facility. We also assisted the Owner in transitional planning, scenario development, preparation of post orders, and the creation of a policy and procedure manual.
